        AN ACT to amend the education law, in relation to requiring panic alarms
          in schools
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. The education law is amended by adding a new section 409-m
     2  to read as follows:
     3    § 409-m. Installation of panic alarms in schools. 1. As used  in  this
     4  section, the following terms shall have the following meanings:
     5    (a) "Emergency light" means a red light that is affixed to the exteri-
     6  or  of  a school building in a highly visible location above or near the
     7  front entrance or, in the case of a school building which is not clearly
     8  visible from the nearest public roadway, located on that public roadway.
     9    (b) "Panic alarm" means a silent security system signal  generated  by
    10  the  manual activation of a device intended to signal a life-threatening
    11  or emergency situation requiring a response from law enforcement.
    12    2. Each public elementary  and  secondary  school  building  shall  be
    13  equipped  with  at  least  one  panic alarm for use in a school security
    14  emergency including, but not limited to, a  non-fire  evacuation,  lock-
    15  down, or active shooter situation. The alarm shall be directly linked to
    16  local  law  enforcement authorities or, in the case of a school building
    17  located in a municipality in which there is no municipal police  depart-
    18  ment,  a  location designated by the superintendent of state police, and
    19  shall immediately transmit a signal or message to such authorities  upon
    20  activation. The alarm shall not be audible within the school building.
    21    3.  Each  public  elementary  and  secondary  school building shall be
    22  equipped with an emergency light that is linked to  the  school's  panic
    23  alarm and which turns on when the panic alarm is activated.
    24    § 2. This act shall take effect on the one hundred eightieth day after
    25  it  shall have become a law. Effective immediately, the addition, amend-
    26  ment and/or repeal of any rule or regulation necessary for the implemen-
    27  tation of this act on its effective date are authorized to be  made  and
    28  completed on or before such effective date.
