        AN ACT to amend the vehicle and traffic law, in relation to  authorizing
          a  residential parking system in certain parts of the hamlet of Ocean-
          side in the Town of Hempstead
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Legislative findings and intent. The legislature finds that
     2  there  is  a shortage of parking for residents of a section of Oceanside
     3  in  the  town  of  Hempstead  that  has  resulted  in  traffic  hazards,
     4  congestion, and air pollution. In addition, such lack of parking poses a
     5  hazard  to residents and other pedestrians in this area. The Mount Sinai
     6  South Nassau Hospital has expanded greatly in size in  recent  years  to
     7  become  one  of the largest hospitals in the region, and yet its parking
     8  facility has not kept pace with the demand for parking at that  institu-
     9  tion.  Consequently,  many  of  the  staff  and visitors to the hospital
    10  instead park on the streets  of  the  nearby  residential  community  of
    11  Oceanside.  In  addition  to  the greater traffic volume, congestion and
    12  associated problems, the resulting lack of  parking  for  residents  has
    13  resulted  in  traffic  hazards,  air  pollution,  and  increased litter,
    14  including medical waste. The legislature finds that a residential  park-
    15  ing  system  in  this  section of Oceanside will reduce such hazards and
    16  will  lower  pollution  levels  as  well.  The  legislature,  therefore,
    17  declares the necessity of this act to authorize the town of Hempstead to
    18  adopt  a  residential  parking  permit  system  in  accordance  with the
    19  provisions of this act.
    20    § 2. Subdivision 2 of section 1662-e of the vehicle and  traffic  law,
    21  as  added  by  chapter  267  of  the laws of 2013, is amended to read as
    22  follows:

     1    (i) within the area known as East Meadow of the town consisting of the
     2  following roadways:
     3    (a) Roosevelt Avenue west of Prospect Avenue;
     4    (b) Jefferson Street west of Prospect Avenue;
     5    (c) First Street west of Prospect Avenue;
     6    (d) Second Street West of Prospect Avenue;
     7    (e) Third Street west of Prospect Avenue;
     8    (f) Fourth Street west of Prospect Avenue;
     9    (g) Clearmeadow Drive;
    10    (h) Nottingham Road;
    11    (i) Florence Court;
    12    (j) Jane Court;
    13    (k) Dofena Lane;
    14    (l) Franklin Avenue north of 4th Street;
    15    (m) Bailey Avenue;
    16    (n)  Franklin Avenue, north of 7th Street and south of Hempstead Turn-
    17  pike;
    18    (o) Lincoln Avenue, north of 7th Street and south of Roosevelt Avenue;
    19    (p) 5th Street, west of Prospect Avenue;
    20    (q) 6th Street, west of Prospect Avenue;
    21    (r) 7th Street, west of Prospect Avenue;
    22    (s) Pengon Circle;
    23    (t) Lois Court;
    24    (u) Erma Drive;
    25    (v) Ava Drive;
    26    (w) Dorothy Drive;
    27    (x) Barbara Drive;
    28    (y) Rose Drive;
    29    (z) Bly Road;
    30    (aa) Marion Drive; and
    31    (bb) Conti Square Boulevard.
    32    (ii) within the area known as Oceanside of the town which  shall  mean
    33  that area generally bounded by the following: All of that area beginning
    34  at  the  intersection of Foxhurst Road and Soper Ave; proceeding west on
    35  Foxhurst Road to Long Beach Road; thence running  north  on  Long  Beach
    36  Road  to  Merrick Road; thence running east on Merrick Road to Oceanside
    37  Road; thence running north on Oceanside Road to Sunrise Highway;  thence
    38  running east along Sunrise Highway to Charing Cross Road; thence running
    39  south  on  Charing  Cross  Road  to Merrick Road; thence running west on
    40  Merrick Road to Soper Ave; thence running south  on  Soper  Ave  to  its
    41  intersection  with  Foxhurst  Road,  the  place  of  beginning.  For the
    42  purposes of this paragraph, permit parking may be  implemented  on  both
    43  sides  of  any street whose center line is herein utilized as a boundary
    44  description; provided, however, that except for the reference  to  state
    45  highways  solely  for  the purposes of delineating the boundaries of the
    46  area described in this paragraph, the provisions of this  section  shall
    47  not apply to any state highway maintained by the state.
    48    § 3. This act shall take effect immediately.
