        AN ACT to amend the social services law, in relation to  establishing  a
          registry of substitute staff for child care providers
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Paragraphs (f) and (g) of subdivision 1 of section 410-q of
     2  the social services law, as added by chapter 441 of the  laws  of  1993,
     3  are amended and a new paragraph (h) is added to read as follows:
     4    (f)  Services  directed  at providing written materials and conducting
     5  outreach to employers to encourage their support of child care  resource
     6  and referral services and other early childhood services; [and]
     7    (g)  Each  agency  funded  herein  shall  provide services in a manner
     8  responsive to the cultural, linguistic and economic  characteristics  of
     9  the community served[.]; and
    10    (h)  Each agency funded herein shall establish and maintain a registry
    11  of individuals who are available and eligible for employment by a  child
    12  day  care,  child day care provider, child day care center, group family
    13  day care home, family day care home, group  family  day  care  home,  or
    14  school age child care as defined in section three hundred ninety of this
    15  article,  including criminal history review and background clearances as
    16  defined in section three hundred ninety-b of this article.
    17    § 2. This act shall take effect on the one hundred eightieth day after
    18  it shall have become a law. Effective immediately, the addition,  amend-
    19  ment and/or repeal of any rule or regulation necessary for the implemen-
    20  tation  of  this act on its effective date are authorized to be made and
    21  completed on or before such effective date.
