AN ACT to amend the state finance law, in relation to requiring a
certain percentage of affordable housing funded by the state be used
for veterans and people with disabilities
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The state finance law is amended by adding a new section
2 19-b to read as follows:
3 § 19-b. Affordable housing; veterans and people with disabilities. 1.
4 For purposes of this section:
5 (a) the term "construction project" shall mean construction work
6 involving or including any construction associated with the creation or
7 rehabilitation of residential dwelling units or manufactured home parks
8 done under contract which is paid for in whole or in part out of public
9 funds.
10 (b) the term "paid for in whole or in part out of public funds" shall
11 have the same meaning as defined in section two hundred twenty-four-a of
12 the labor law.
13 (c) the term "veteran" shall have the same meaning as defined in
14 section one of the veterans' services law.
15 2. Any construction project undertaken in this state shall include a
16 minimum of five percent of all affordable dwelling units or manufactured
17 home park lots be the primary residence of a veteran.
18 3. Any construction project undertaken in this state shall include a
19 minimum of five percent of all affordable dwelling units or manufactured
20 home park lots be the primary residence of a person with disabilities.
21 § 2. This act shall take effect immediately.
