AN ACT to amend the general business law, in relation to reporting
requirements for domestic and foreign media entities
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The general business law is amended by adding a new article
2 42 to read as follows:

8 § 1030. Definitions. For the purposes of this article "media entity"
9 shall mean any person, proprietorship, firm, partnership, association,
10 cooperative, organization or corporation organized or existing under the
11 laws of this state, any other state, or any foreign country, doing busi-
12 ness in this state who gathers information that is about current events
13 or that would be of current interest to the public and distributes such
14 information to an audience through radio, broadcast or cable television,
15 or print media.
16 § 1031. Reporting requirements. An annual report shall be sent to the
17 department of state on a standardized form established by such depart-
18 ment no later than the thirty-first of January by every media entity
19 which shall include the country of origin of any foreign investment
20 received or any foreign ownership exceeding ten percent in the previous
21 calendar year. Such reports shall be made accessible to the public on
22 the department's website.
23 § 1032. Violations and penalties. Any media entity in violation of the
24 provisions of this article shall be guilty of a misdemeanor and, upon
25 conviction, shall be fined not more than one thousand dollars.
26 § 2. This act shall take effect on the first of January next succeed-
27 ing the date on which it shall have become a law.
