AN ACT to amend the mental hygiene law, in relation to including addi-
tional self-advocates on the autism spectrum disorders advisory board
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision (a) of section 13.42 of the mental hygiene law,
2 as added by chapter 469 of the laws of 2016, is amended to read as
3 follows:
4 (a) There is hereby established within the office the autism spectrum
5 disorders advisory board. Such board shall consist of [nineteen] twen-
6 ty-four members, [ten] fifteen of whom shall be appointed and nine of
7 whom shall serve ex officio. Of the [ten] appointed members, [two]
8 three shall be appointed by the governor, [two] three shall be appointed
9 by the temporary president of the senate, [two] three shall be appointed
10 by the speaker of the assembly, [two] three shall be appointed by the
11 minority leader of the senate and [two] three shall be appointed by the
12 minority leader of the assembly. Of the [two] three members appointed by
13 each appointing authority, one member shall have expertise of work as a
14 professional in the field of autism [and], one member shall be a family
15 advocate [or] and one member shall be a self-advocate in the community
16 that such advocate resides. A representative from each of the following
17 state agencies shall serve ex officio: the office for people with devel-
18 opmental disabilities; the department of education; the office of mental
19 health; the office of children and family services; the department of
20 health; the developmental disabilities planning council; the council on
21 children and families; and the office of vocational and educational
22 services for individuals with disabilities. The chair of the board shall
23 be selected by the governor.
24 § 2. This act shall take effect immediately.
