AN ACT to amend the tax law, in relation to providing grants related to
the expansion and support of crisis intervention services and training
programs
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Paragraphs (d) and (e) of subdivision 6 of section 186-f of
2 the tax law, paragraph (d) as amended and paragraph (e) as added by
3 section 39 of part B of chapter 56 of the laws of 2010, are amended and
4 a new paragraph (f) is added to read as follows:
5 (d) To provide the costs of debt service for bonds and notes issued to
6 finance expedited deployment funding pursuant to the provisions of
7 section three hundred thirty-three of the county law and section sixteen
8 hundred eighty-nine-h of the public authorities law; [and]
9 (e) [services] Services and expenses that support the [operations and
10 mission of] interoperable communications program within the division of
11 homeland security and emergency services as appropriated by the legisla-
12 ture[.];
13 (f) The sum of ten million dollars annually shall be used for the
14 provision of grants related to the expansion and support of crisis
15 intervention services and training programs as developed or approved by
16 the New York state office of mental health, in conjunction with the
17 division of criminal justice services and the office of addiction
18 services and supports, for law enforcement officers, 911 dispatchers or
19 call takers, and first responders, to be distributed pursuant to a plan
20 developed by the commissioner of the office of mental health in conjunc-
21 tion with the commissioner of the office of addiction services and
22 supports, and the commissioner of the division of criminal justice
23 services. Such plan shall consider factors such as population and number
24 of staff eligible for such training. The commissioner of the office of

1 mental health and the commissioner of the division of criminal justice
2 services shall provide a report to the governor and the legislature
3 annually stating the progress of the program, including, but not limited
4 to, information detailing the number of individuals trained, the occupa-
5 tions of those trained, and their county of employment. Any funds used
6 for purposes outlined in this subparagraph shall be appropriated from
7 the funds provided for in paragraph (a) of subdivision five of this
8 section; and
9 § 2. This act shall take effect on the first of April next succeeding
10 the date on which it shall have become a law.
