"The real essence of the bill,  which came out of an instance in New York City where we had gas leaks that lead to an explosion, is that the gas companies, although they maintained records of the gas leaks, aren't required to report them to DPS (Department of Public Service). This would place that requirement on them," said Assemblywoman Amy Paulin, who authored legislation that would require gas companies to report all natural gas leaks and the date the leaks were repaired to the Department of Public Service.
