Assemblywoman Amy Paulin Announces Passage of Her Key Reproductive Health Bills in State Budget
Albany, NY – Assemblywoman Amy Paulin (D-Westchester) today announced the successful passage of two major reproductive health protections she authored, A.1165/S.2165 (May) and A.4023/S.3172 (Hinchey), both of which were included in the New York State Budget. These critical measures codify emergency care requirements in New York law and modernize pregnancy loss reporting, protecting patient privacy, ensuring timely access to emergency medical care, and reaffirming New York’s leadership in defending reproductive rights.
A.1165, authored by Paulin, codifies into state law the longstanding federal requirement that hospitals provide stabilizing care to all patients experiencing emergency medical conditions, including pregnancy-related emergencies. With federal abortion protections under threat, this legislation ensures that pregnant patients in New York will continue to receive necessary emergency care without delay or interference.
"Given the uncertainty at the federal level, New York must act decisively to protect patients," said Assemblywoman Paulin. A.4023, also authored by Paulin, modernizes New York’s outdated pregnancy loss reporting laws by eliminating mandatory reporting of pregnancy loss caused by induced termination unless specifically requested by the patient. It renames "fetal death" reporting as "pregnancy loss" reporting, ensuring greater sensitivity and protecting patient confidentiality.
