Assemblyman Angelo Santabarbara has introduced a new bill in the New York State Assembly aimed at enhancing public safety by requiring the immediate reporting of any threats made against schools or public institutions via social media or other communication platforms to law enforcement agencies. This legislation is designed to ensure that potential threats are addressed promptly and effectively.
“We’ve seen an alarming increase in threats against schools on social media, many of which cause unnecessary panic and strain law enforcement resources,” said Assemblyman Angelo Santabarbara. “This legislation ensures that such threats are taken seriously and reported immediately, allowing law enforcement to respond quickly and protect our students and educational institutions.”
Key Provisions of the Bill:
- Mandatory Reporting: Individuals who become aware of a threat against a school, student, or educational institution via social media or other communication platforms must report it immediately to local law enforcement.
- Penalties for Non-Reporting: Failing to report a known threat will be classified as a Class A misdemeanor, with exceptions for individuals under 13 years of age or those with mental incapacities.
- Good Faith Protection: Individuals who report threats in good faith are protected from civil or criminal liability.
- Education and Awareness: The bill requires the Department of Education, in partnership with law enforcement agencies, to develop an education program to inform students, parents, and school staff about the importance of reporting threats.
In recent years, there has been a rise in “swatting” calls and non-credible threats against schools, disrupting learning environments and causing widespread fear.
