Assemblyman Angelo Santabarbara Pushes for Higher Education Success Act to Expand Access for Students with Disabilities

 Assemblyman Angelo Santabarbara today announced a new bill he’s co-sponsoring, the Higher Education Success Act (Assembly Bill A4841), legislation that strengthens access to higher education for students with disabilities by removing barriers and standardizing support across New York’s public colleges and universities.

 “As Chair of the Assembly Committee on People with Disabilities – and as a father of a son with autism – I know the unique challenges families face when it comes to planning for the future,” said Santabarbara. “For many students with disabilities, higher education is the key to independence and opportunity. This bill ensures that those doors remain open by providing fair, consistent access to the resources they need to succeed.”

 The Higher Education Success Act takes concrete steps to make higher education more inclusive:

  • Streamlines disability documentation: Students with an Individualized Education Program (IEP) or 504 plan may use existing records as proof of disability when entering SUNY or CUNY institutions.
  • Eliminates redundant requirements: Students will no longer be asked to resubmit costly or duplicative medical documentation to qualify for accommodations.
  • Standardizes the process statewide: Ensures consistent policies across all campuses so students with disabilities receive equal treatment and support.

 “As someone who worked hard to put myself through school, I understand how important access to higher education is for building a better future,” Santabarbara added. “This legislation makes that future more achievable for students of all abilities.”

 The legislation reflects a growing statewide effort to strengthen higher education and workforce readiness, while also supporting families and the next generation of leaders, innovators, and skilled professionals.
