Assemblymember Phil Steck’s Recovery Ready Workplace Bill Passes the Assembly

Albany, NY The New York State Assembly has passed legislation sponsored by Assemblymember Phil Steck (D-Colonie) to establish the Recovery Ready Workplace Program, a statewide initiative that supports employers in building workplace cultures that are supportive of employees struggling with substance use disorder or in active recovery.

The legislation (A521) aims to equip businesses with the tools, training, and resources necessary to foster recovery-friendly environments. Through coordinated efforts between state agencies, labor organizations, employers, and recovery experts, the program would offer education, technical assistance, and certification for employers who commit to adopting supportive practices for their workforce.

“This is a voluntary program designed for businesses that want to be part of the solution by supporting people in recovery while also addressing workforce shortages across New York State,” said Assemblymember Steck. “Employers are not required to participate, but for those who choose to, the Recovery Ready Workplace Program offers a meaningful way to create healthier, more supportive environments for their employees.

As Chair of the Assembly Alcoholism and Drug Abuse Committee, I know how critical it is to meet people where they are in their recovery journey. Workplaces can be powerful drivers of stability, dignity, and healing. I’m optimistic the Senate will pass this bill so it can be signed into law before the end of session.”

Support for the legislation has come from across the state, including labor advocates, healthcare workers, business owners, and recovery professionals. Many have emphasized the positive impact recovery-ready workplaces can have on employee retention, public health, and economic development.

The program builds on growing evidence that supportive employment is one of the most powerful tools in maintaining long-term recovery, particularly in industries heavily impacted by the opioid crisis and the lingering effects of the COVID-19 pandemic.
